How can POPLA help me?

If your appeal has been rejected and you’re unhappy with the outcome, your next option is to have your appeal independently reviewed by Parking on Private Land Appeals (POPLA) service. This is a fully independent service managed by Ombudsman Services, they’ll review your appeal and evidence you’ve provided to help your case, against the evidence provided by us. Details of how to escalate your appeal to POPLA can be found with the response you received from us declining your PCN appeal.

As from 1 May 2019, POPLA will be available in Scotland and Northern Ireland, however prior to that date it’s only available for Parking Charge Notices issued in England and Wales. Independent Appeals Service (IAS) is available in Scotland and Northern Ireland until 1 May 2019.
If your POPLA appeal is successful, your PCN will automatically be cancelled and no further action or payment will be required. However, if it’s unsuccessful and the decision is made in favour of the operator (which in this case will be NCP), the discounted charge will no longer be available and you’ll have to pay the full PCN charge fee which is usually £100.
